Emergency Public Warning System 4

Gentlemen:

In our letter of June 26, 1981, Duquesne Light Company requested a waiver from the July 1, 1981, public warning system capability deadline.

In that letter, we identified reasons for the delay and proposed a schedule for installation and testing of this system.

With regard to this proposed schedule, it has come to the attention of Duquesne Light that FEMA, in its Guidance Memorandum #18, is proscribing the following procedure to the RAC regions for review and acceptance of the warning system design and installation:

"... FEMA regions will receive plans and equipment layouts from utilities, states and local governements'or the NRC and will make a preliminary determination prior to installation and activation..."

Duquesne Light is particularly concerned about the impact this prior approval may have upon the timely installation of the public warning system and would like to receive a clarification of the NRC position on the potential delay of installation and testing of the warning system beyond July 1, 1981, as a result of delays in receiving FEMA approval.

Duquesne Light's concern is based en the significant delays which have occurred on the review and approval of state and local response plans.

We estimate that adherance to the requirement to obtain prior FEMA approval prior to installation will add at least three months to our currently estimated schedule.
