Crystal River Unit 3 Docket No. 50-302 Operating License No. DPR-72 Technical Specification Change Request No. 70, Supplement 1

Dear Mr. Eisenhut:

Florida Power Corporation (FPC) hereby requests approval of Technical Speci-fication Change Request No. (TSCRN) 70, Supplement 1. Bis letter doctnents several telephone conversations which took place on July 24, 1981, between members of the FPC staff and the NRC staff. Approval of this request will allow delayed implementation of a recently issued (but not yet received) amendment to the Crystal River Unit 3 (CR-3) Technical Specifications.

Florida Power Corporation has worked closely with the NRC staff for several years to resolve concerns associated with operation of CR-3 at 2544 MWt.

Issuance of the recent amendment was, in part , the final resolution of these concerns. The primary item addressed in the amendment was the inclusion of the reactor coolant pump power monitor (RCPPM) functional requirements into the various RPS specifications of the CR-3 Technical Specifications.

he schedute for approval of this amendment was anticipated to be concurrent with final checkout of the RCPPM's; however, it now appears that such is not the case. There exists enough minor checkout problems in the power monitor equipment that we are unable, at this time., to make the necessary hookups to make these changes to the RPS. If a forced outage should occur, however, we would expect to make the final hookups, thereby making the RCPPM's a part of A the RPS. ff00/
