s DUKE POWER COMPANY OCONEE UNIT 3 Report Number: R0-287/81-11 Report Date: June 17, 1981 Occurrence Date: May 18, 1981 Facility: Oconee Unit 3, Seneca, South Carolina Identification of Occurrence: Mechanical Snubber Inoperable Conditions Prior to Occurrence: 100% FP Description of Occurrence: At 0730 hours0.00845 days <br />0.203 hours <br />0.00121 weeks <br />2.77765e-4 months <br /> on May 18, 1981, a safety-related mechanical snubber was discovered inoperable during a visual inspection. The snubber was lo-cated on the Unit 3 LP Condensate Line. This constitutes operation in a degraded mode per Technical Specification 3.14.2 and is thus reportable pursuant to Techni-cal Specification 6.6.2.1.b(2).

Apparent Cause of Occurrence: The snubber being " locked-up" was due to the ball screw shaft of the snubber was found to be slightly scored, thus prohibiting the ball bearings from rolling smoothly.

Analysis of Occurrence: The inoperable snubber was replaced with a new one well within the time permitted by the Oconee Technical Specifications. All other snubbers and hangers in the area were operable. Thus, the health and safety of the public were not affected.

Corrective Action: The snubber was replaced with a new one from supply. The in-operable snubber will be sent to Pacific Scientific for analysis of failure and repair. Procedures will be revised to indicate that all mechanical snubbers will be stroked the full range before installation.
