AMENDMENT TO OPERATING LICENSES NPF-4 AND NPF-7 N0kTH ANNA POWER STATION UNITS NO. 1 AND NO. 2 PROPOSED TECHNICAL SPECIFICATION CHANGE Pursuant to 10 CFR 50.90, the Virginia Electric and Power Company requests an amendment, in the form of changes to the Technical Specifications, to Operat-ing Licenses NPF-4 and NPF-7 for the North Anna Power Station, Units No. I and No. 2. The proposed changes are enclosed.

In a letter dated November 20, 1980 from Mr. Darrell G. Eisenhut to all power reactor licensees, we were requested to submit a license amendment applicatian to incorporate applicable portions of the revised inservice surveillance requirements for snubbers in the Technical Specifications for North Anna Unit I and Unit 2. The proposed Technical Specifications changes are enclosed for Unit I and Unit 2 in Attachment I and Attachment 2, respectively. A discus-sion of the proposed changes is provided for Unit I and Unit 2 in Attachment 3 and Attachment 4, respectively.

This request has been reviewed and approved by the Station Nuclear Safety and l Operating Committee and the Safety dvaluation and Control staff. It has been determined that this request does not involve an unreviewed safety question.

t VIkotNIA ELECTRIC AND POWER COMPANY 70 Unit I and Unit 2, a Class III license amendment fee is required for Unit I and a Class I license amendtent fee is required for Unit 2. Accordingly, a voucher check in the amount of $4,400.00 is enclosed in payment of the required fees.
