PROPOSED AMENDMENT TO OPERATING LICENSE NPF-7 NORTH ANNA POWER STATION UNIT NO.2 Pursuant to 10 CFR 50.90, the Virginia Electric and Power Company requests an amendment to Operating License NPF-7 for North Anna Power Station Unit No. 2.

The proposed change is enclosed.

In our letter to the NRC dated March 5, 1981 (Serial No. 142), Vepco stated our position regardit.g Item II.E.4.1 of NUREG-0737. NRC Staff concurrence of this position has not been received as of the date of this submittal. In brief, Vepco's position is that the requirements of Item II.E.4.1, " Dedicated Hydrogen Penetrations", have been met at the North Anna Power Station. The commitment remains to modify the Hydrogen Control System valves from manual to remotely actuated valves; however, this commitment results from the requirement of NUREG-0737 Item II.B.2, " Plant Shielding". Accordingly, the implementation schedule of condition 2.C.21(h) should be consistent with the schedule of Item II.B.2, which is January 1, 1982 or the first refueling outage thereafter, but no 'later than July 1,1982.

This request has been reviewed by the Station Nuclear Safety and Operat.ing Committee and the Safety Evaluation and Control staff. It has been determined that this request does not involve an unreviewed safety question.

We have evaluated this request in accordance with the criteria in 10 CFR 170.22. It has been determined that this request involves a safety issue which the Staff should be able to determine does not represent a significant hazards consideration; therefore, a Class III license amendment fee is required. A voucher check in the amount of $4,000.00 is enclosed in payment of the required fee.

(h) Containment Ded! rted Penetrations (Section 22.3 Item II.E.4.1)

VEPCO shall install redundant remote actuat ad valves in series to isolate the containment vacuum pumps from the combustible gas con-trol system. VEPCO shall also convert the manual valves in the hydrogen recombiner piping to remote manual actuation no later than the implementation schedule of Item II.B.2 of NUREG-0737 per con-dition 2.C.21(d) above.
