CORRECTION TO THE ATTACHMENTS AND SAFETY EVALUATION VOGTLE ELECTRIC GENERATING PLANT, UNITS 3 AND 4 ISSUANCE OF AMENDMENTS AND GRANTING OF EXEMPTIONS REGARDING CONSOLIDATION OF STRUCTURAL BUILDING ITAAC (LAR-19-005, REVISION 1) (EPID L-2019-LLA-0069)
Dear Mr. Whitley:
The U.S. Nuclear Regulatory Commission (NRC) issued Amendment Nos. 167 and 165 to Combined License (COL) Nos. NPF-91 and NPF-92, for Vogtle Electric Generating Plant Units 3 and 4, respectively, on November 15, 2019. Following issuance, errors were found in the attachments to the amendments as well as in the associated safety evaluation (SE).
The attachments to Amendment No. 167 for Unit 3 and Amendment No. 165 for Unit 4 were issued with identical administrative errors on COL Appendix C, page C-428 (Agencywide Documents Access and Management System (ADAMS) Accession Nos. ML19164A267 and ML19164A269, respectively). The errors were introduced when the attachment pages were issued based on Revision 0 of the license amendment request (LAR) instead of Revision 1 of the LAR. Specifically, the errors were on attachment pages for COL Appendix C, page C-428, in the Table 3.3-6, Inspections, Tests, Analyses, and Acceptance Criteria [ITAAC], acceptance criteria column of ITAAC Index No. 782. The text of the acceptance criteria for ITAAC Index No.
782 should have included the word minimum before the word concrete in each location where it appears, consistent with Revision 1 of the LAR.
The SE issued on November 15, 2019 (ADAMS Accession No. ML20006D828) contained a corresponding error that evaluated the LAR Revision 0 request to remove the word minimum in ITAAC No. 782. Revision 1 of the LAR did not request the removal of the word minimum.
The staff revised the SE to correct this error. The staff reviewed the impact of the inadvertent deletion of the word minimum on the regulatory conclusions in the SE dated November 15, 2019, and concluded that its removal has no impact on Amendment Nos. 167 and 165.
In addition, the text pertaining to the regulatory review of radiation safety was inadvertently excluded from the SE issued on November 15, 2019. This text has been restored. Even though this text was not included in the SE issued November 15, 2019, radiation safety was considered by the staff during its review of LAR 19-005 Revision 1 and was a basis for its conclusions.
The corrected SE and COL Appendix C, Page C-428 for Amendment Nos. 167 and 165 for COL Nos. NPF-91 and NPF-92 are included as enclosures to this letter and can be found in ADAMS Package Accession No. ML20006D754. We apologize for any inconvenience that this may have caused.
These corrections do not impact the licensees determination that ITAAC No. 782 has been successfully completed for Vogtle Units 3 and 4 (ADAMS Accession Nos. ML19364A038 and ML19364A031, respectively), or the staffs verification of completion of ITAAC No. 782 for both Units (ADAMS Accession Nos. ML20008D542 and ML20008D551).
