In accordance with 10 CFR 52.99(c)(1), the purpose of this letter is to notify the Nuclear Regulatory Commission (NRC) of the completion of Vogtle Electric Generating Plant(VEGP) Unit 3 Inspections, Tests, Analyses, and Acceptance Criteria ITAAC item 3.3.00.04b [Index Number 782]for verifying walls of the waste accumulation room in the radwaste building except for designed openings or penetrations provide shielding during normal operation. The closure process for this ITAAC is based on the guidance described in NEI 08-01, "Industry Guideline for the ITAAC Closure Process under 10 CFR Part 52," which was endorsed by the NRC in Regulatory Guide 1.215.

This letter contains no new NRC regulatory commitments. Southern Nuclear Operating Company (SNC) requests NRC staff confirmation of this determination and publication of the required notice in the Federal Register per 10 CFR 52.99.

Inspections.Tests. Analyses Inspection of the as-built radwaste building wall thicknesses will be performed.

Acceptance Criteria A report exists and concludes that the shield walls of the waste accumulation room in the radwaste building except for designed openings or penetrations are consistent with the concrete wall thicknesses of 1'-4", and a concrete wall thickness of 1'-8" near the radwaste bunkers, or the report documents an evaluation of thickness deviations identified during construction and demonstrates there is no impact to compliance with the radiation protection licensing basis.

ITAAC Determination Basis An inspection was performed to verify that the walls of the waste accumulation room in the radwaste building except for designed openings or penetrations provide shielding during normal operation. The subject ITAAC requires an inspection to be performed and documented in a report that exists and concludes that the shield walls of the waste accumulation room in the radwaste building except for designed openings or penetrations are consistent with the concrete wall thicknesses of 1'-4", and a concrete wall thickness of 1'-8" near the radwaste bunkers, or the report documents an evaluation of thickness deviations identified during construction and demonstrates there is no impact to compliance with the radiation protection licensing basis.

Inspections were performed of the as-built sections (following concrete placement) in accordance with the measurement guideline APP-GW-IT-001 (Reference 1), which identified the location and frequency of inspection points for determining the wall thickness to ensure the resulting measurements are representative of the entire section being inspected. The measurements are based on the size and construction type of each section. Measurements were taken using survey equipment in accordance with the site survey procedure(Reference 2).

The Vogtle Unit 3 radwaste building walls were measured and documented in Reference 3.

Discrepancies in wall thicknesses that impact the ITAAC Acceptance Criteria were further addressed in the results and conclusions delineated in Nonconformance and Disposition Reports (N&Ds)as noted in Reference 3.

The Unit 3"Radwaste Building Accumulation Room Concrete Wall Thickness Verification Report" (Reference 3) concludes that the shield walls of the waste accumulation room in the radwaste building except for designed openings or penetrations are in compliance with the radiation protection licensing basis.

References 1 through 3 are available for NRC inspection as part of the Unit 3 ITAAC 3.3.00.04b Completion Package (Reference 4).

U.S. Nuclear Regulatory Commission ND-19-1312 Enclosure Page 3 of 3 ITAAC Finding Review In accordance with plant procedures for ITAAC completion, Southern Nuclear Operating Company(SNC) performed a review of all ITAAC findings pertaining to the subject ITAAC and associated corrective actions. This review found that there are no relevant ITAAC findings associated with this ITAAC. The ITAAC completion review is documented in the ITAAC Completion Package for ITAAC 3.3.00.04b (Reference 4) and is available for NRC review.

ITAAC Completion Statement Based on the above information, SNC hereby notifies the NRC that ITAAC 3.3.00.04b was performed for VEGP Unit 3 and that the prescribed acceptance criteria were met.

Systems, structures, and components verified as part of this ITAAC are being maintained in their as-designed, ITAAC compliant condition in accordance with approved plant programs and procedures.
