Narrative

Report for LER-50-321/1981-047 On_ June 4,1981, with the Unit I Reactor in the startup mode at 180 psig and 0% thermal power, the RCIC Pump Operability Test, HUP-1-3405, was being ' performed.

Upon starting the turbine, the Turbine Bearing Gil. Low Pressure. annunciator alarmed and the turbine was shutdown.

RCIC was de-

- clared inoperable, since compliance with Tech Specs Section 4.5.E.2 and 3.5.E.1-for RCIC operability testing was not met.

As per Tech Spec Section 3.5.E.2, HPCI was ooerable and no significant event occurred.

The reason for;the alarm was due to a low oil level in the RCIC oil supply resulting from a small leak in the oil system.

The leaks were from a loose connection on the Jacoby Tarbox Sight Flow Glass and a loose connection on the fitting on the governor oil gauge.

The connection was tightened and the oil level restored. The RCIC Pump Operability Test, HMP-1-3405, was performed satisfactorily and RCIC was declared operable.

This is a non-repetitive event and there were no effects upon public health and safety due to this event.

No inherent problems were found during the generic review.
