A non-licensed plant foreman mistakenly instructed a technician to obtain a reactor water conchctivity sample from Unit 2 instead of Unit 1.

'Itat foreman mistakenly asmmed that the four hour sanpling recnirement, which he knew to be in effect, was applicable to the unit which was operating at that time (Unit 2).

There were no actual or potential safety consecuences as a remit of this event nor were the health and safety of the p2blic affected since the unit was stutdown and depresm rized and no fuel was in the vessel.

Fu rthermore, all other specified concbetivity samples have been taken and analyzed with satisfactory remits since the date that the four hour recnirement went into effect.

u cr amir.mn This 30 day LER is recuired by 10CFR 50.73(a) (2) (1) (b) becaise the coMitions of Technical Specifications Section 4.6.F.2.a.1, which recuires an in-line reactor coolant conictivity sample to be obtained every four hours whenever the contiruous conc 12ctivity monitor is inoperable, were not met.

On 01/01/86, the unit was in a refueling mode and all fuel was removed from the reactor vessel. The Reactor Water Clearup- (RWCU) system was cut of service, thereby rendering the contirucus con &ctivity monitor (1G31-R601) inoperable.

Technical Specifications Section 4.6.F.2.a.1 states that whenever the contiruous conchetivity nonitor is inoperable, an in-line conictivity sample shall be obtained at least once every fcur hours.

In accordance with this specification, a sanple was recnited to be taken at 0800 CST on 01/01/86.

At approximately this time, a non-licensed plant foreman mistakenly instructed a technician to obtain a conictivity sample from Unit 2 instead of Unit 1.

That foreman had mistakenly assumed that the fcur hour sanpling recnirement, which he knew was in effect, was applicable to the unit which was operating at that time (Unit 2).

The. ca2se of this event was personnel error in that the foreman was not aware that cont ctivity samples were recuired to be taken every fou r hours for Unit 1.

The inportance of being fully cognizant of plant conditions and the specific recuirements dictated by those conditions was disasssed with all lab foremen.

There were no actual or potential safety consecuences as a remit of this event nor were the health and safety of the p2blic affected since the unit was shitdown and depresairized and no fuel was in the reactor vessel.

Rirthermore, samples had been obtained every four hours from 12/10/85 (the date on which RWCU was removed from service for sche & led maintenance and modification) until the time of the event and every four hours afterwards up to the date of this report. Therefore, claring the time period since the four hour sampling recuirement of Technical' Specifications Section 4.6.F.2.a.1 took cffect, all other recuired reactor coolant con & ctivity samples were taken.

All conictivity sanples taken & ring that time period ware within the limit established ty Technical Specifications Section 3.6.F.2.d.

'Ihis missed sirveillance occurrence is similar to the event described in LER 50-321/85-014.
