. flarrative Report for Ler 50-321/1981-004 Cn January 6,1981, with Unit I in steady state power operation at 73% thermal power and with Unit'II shut down for refueling, an audit of the Plant Hatch procedure program being performed by the Quality Assurance Department showed that HNP-818, "TEliPORARY PROCEDURE CHANGE", did not fully meet the requirements of Tech. Spec. Section 6.8.3.C (required that temporary change be documented, reviewed by PRB and approved by the Plant llanager within 14 days of implementation).

This is a non-repetitive event; there was no effect on public health or safety due to.this event.

The then existing revision of HNP-818 only required that a change be documented and PRB reviewed within 14 days of implementation.

The Tech. Spec. requirement was formerl the Plant Manager's (or approved alternate) y satisfied by the fact that signature was required on the procedure revision request sheet which was used to document the change o

and which was PRB' reviewed within 14 days as required by the then existing LJ revision of IINP-818.

However, on 3-10-80 the requirement for the Plant Manager's signature on the procedure revision request was deleted when revision 11 of HNP-9 " Procedure Writing and Control" was signed by the Plant Manager (PRB approved on 2-19-80).

Upon discovery of the inadequacy of HNP-818, an effort was initiated to revise the procedure such that it would satisfy Tech. Spec. Section 6.8.3.C.

This new revision was PRB approved and signed by Plant flanager on 1-8-81.

This new revision explicitly requires that the temporary changes be documented, reviewed by PRB, and signed by the Plant Manager within 14 days of implementation.

Further investigation revealed that there were 28 SR0 changed procedures in Document Control on 1-8-81, a total of 26 had not been signed by the Plant lianager within the 14 day requirement.

27 of the SRO changed procedures found in the initial investigation were signed by the Plant Manager on 1-8-81, the 28th SR0 changed procedure was discovered attached to a procedure containing further revisions and was signed by the Plant flanager on 1-16-81 (all had been previously PRB approved).

Units are now in full compliance with the requirements of Tech. Spec. Section 6.8.3.C., and no further reporting is required.
