1 FUNCTION:

Control chilled water supply to chiller unit oil cooler (1YC-347 controls channel "A" and 1YC-357 controls channel "B").

TEST REQUIREMENT:

Cycle valve every three months.

BASIS FOR RELIEF:

1YC-347 opens automatically when the channel "A" chilled water compressor starts, and 1YC-357 opens automatically wnen the channel "B" compressor starts. Only one channel of chilled water is normally run. Once every week, channels are rotated thereoy exercising each valve once every week.

Since these valves are exercised once a week, there isn't a need to test these two valves quarterly.

Control Component Cooling Flow through the Residual Heat Removal Heat Exchanger I

l TEST REQUIREMENT:

Verify valve operability once per 3 months.

BASIS FOR RELIEF:

This valve automatically regulates to control the flow j

l through the RHR HX. There are no manuel controls on tnis valve to permit the desired testing. During normal operation of the RHR System, the valve's opera-j bility will be verified.

ALTERNATE TESTING: Valves will be timed during ESF testing at refueling.

BASIS FOR RELIEF:

Cycling this valve during operation could result in water hammer in the feedwater piping. This would result in placing undesirable stresses on the associated piping.

Main Steam Isolation Valves TEST REQUIREMENT:

Cycle and Time Valves Quarterly BASIS FOR RELIEF:

Closure of this valve during power operation would induce a severe transient in the main steam lines whicn would not be a safe operating practice. Testing could oe accomplished through isolating the particular main steam header. This, however, would require a power. reduction and steam generator isolation. This action is not pactical for commercial operation.

It is not felt that the increase in the degree of safety warrants this testing.

ALTERNATE TESTING: This valve will be partially stroked at least once per 92 cays in accordance with PT/1/A/4250/01A (Main Steam Isolation valve Movement Test).

TEST REQUIREMENT:

Verify valve operability every three months.

BASIS FOR RELIEF:

This valve automatically regulates to maintain the temperature of the cooling water by monitoring the heat exchanger outlet temperature of the component cooling water. There are not sufficient manual controls to permit the desired testing. Normal plant operation should verify valve operaDility.

ALTERNATE TESTING: Valve will be timed during ESF testing at refueling.

Open when Reactor Coolant System pressure decreases below 1500 psig during accident conditions.

i TEST REQUIREMENT:

Verify valves open on flow from upper head injection accumu!ator.

i BASIS FOR RELIEF:

The pressure in the UHI accumulator (1500 psig) is not sufficient to open the valves into the Reactor Coolant System (2235 psig).

4 ALTERNATE TESTING: Valves will be exercised during cold shutdowns, but not more often than once per 9 r.onths.
