EMERGENCY PREPAREDNESS EXERCISES AND ORILLS As you are aware, the NRC published the Final Rule for emergency planning for both onsite and offsite preparedness in the Federal Register notice dated August 19, 1980 (45 FR 55402).

This rule became effective on November 3, 1980 with implementation required by April 1, 1981 (except as provided in Section IV, p. 3 of Appendix E).

One requirement of this rule is for an exercise which tests the major elements of emergency preparedness plans and organizations (licensee, State, and local government), and their integrated response capability.

Each licensee with a nuclear power reactor operating license must conduct the required emergency exercise within one year from April 1, 1981.

Applicants.

for an operating license must complete the exercise prior to issuance of the operating license.

In order for the NRC to make an assessment of licensee implementation of this requirement, we plan to observe these exercises.

Accordingly, you are requested to 1) provide a schedule of drills and exercises as soon as possible, and 2) provide scenarios two weeks prior to each exercise or major drill.

This information should be mailed to the Director, USNRC Region I, at the above address with a copy to:
