March 18, 1981 I~5 Director of Nuclear Reactor Regulation United States Nuclear Regulatory Commission Attn:

Mr. Steven A. Varga, Chief Operating Reactors Branch No. 1 Division of Licensing Washington, DC 20555

Reference:

Beaver Valley Power Station, Unit No. 1 Docket No. 50-334, License No. DPR-66 NUREG-0654, Appendix No. 2 Beaver Valley Power Station, EPP 1mplementation Procedures Gentlemen:

Due to unforeseen requirements to support the recent extensive plant modifications outage and the long delivery times on some of the necessary equipment, we will not be able to provide a readily available redundant source of meteorological data (characteristic of site conditions) to which the plant can gain access during calibration periods or during conditions in which the primary meteorological system is unavailable. All other requirements necessary to. meet the April 1, 1981 milestone of NUREG 0654 will be complete.

Until this redundant set of meteorological sensors is installed and operational, the Beaver Valley Emergency Preparedness Plan, Implementing Procedures have been revised to enable the plant to use meteorological instrumentation at the Shippingport Atomic Power Station and the Bruce Mansfield Power Plant in case of an emergency condition. Both stations are located immediately adjacent to the Beaver Valley site.

The National Weather Service operates a "first-order" weather station at Coraopolis, Pa., approximately 14 miles from the site. This station can provide meteorological data for the Beaver County area and arrangements have been made to bring tracking equipment and balloons to the site, if necessary, for release to sample low level winds on site, thus providing data for plume tracking and prediction.

At the present time, Duquesne Light Company's Engineering Department has issued the specifications for the redundant meteorological instrumen-tation to the vendor. They are also working on revising present drawings

/

and drafting new drawings for the redundant systems. We expect to have b

the necessary redundant meteorological sensors and recorders installed and operational sometime in the third quarter of 1981.
