SUMMARY
- EMERGENCY PREPAREDNESS PLANS On October 2,1979, the licensee met with the review team to discuss the new NRC acceptance criteria for updating emergency preparedness plans. On October 3,1979, the licensee, officials of the States of Pennsylvania, Ohio and West Virginia, and local officials of the three counties surrounding the Beaver Valley site met with the review team to discuss the emergency plans specifically as it applied to the state and local pla..:..
The lists of attendees for each day is attached.
The principle document discussed with the licensee, state and local officials was the September 7,1979 memo from Jim Miller to the Emergency Plans Staff on the subject of " Emergency Planning Review Guideline Number One - Revisior One - Emergency Planning Acceptance Criteria for Licensed Nuclear Power Pl a nts. " Other documents used as references included the following:

Beaver Valley From the discussions with the licensee and officals of the state and local governments, the following open items were identified:
1.
The Shippingport Atomic Plant occupies the same site as the Beaver Valley Nuclear Power Plant.
The review team could not commit to or discuss the status of any update of the Shippingport Atomic Plant although the public could also potentially be affected by any emergency there.
2.
Differences exist between the Office of State Programs (OSP) and the Division of Nuclear Reactor Regulation (NRR) criteria. And although these differences may be resolved in the near future, the requirements for todays update of plans should be on the basis of any expected resolution in order to avoid backfits or rework.
3.
The communications wi+h states for plan update and approvals needs c' ari fication.
For this meeting the communication was through the licensee to the state and local governments.
On other occasions communication has been through the OSP to the states.

Under " Licensee Actions" for the alert, site emergency, and general emergency classes of actions in the NRC proposed Emergency Action Levels, the last licensee action is to followup closeout by a written report within 8 hours9.259259e-5 days <br />0.00222 hours <br />1.322751e-5 weeks <br />3.044e-6 months <br />. Action level definitions need to be specific, i.e., does the licensee use the current definitions or those proposed by the draft for comment paper in the above references dated September 13, 1979.

Role of the NRC and other Federal agencies needs to be clearly delineated and understood by the agencies.
This role will be part of the plans but needs definition by the Federal agencies.
It was concluded at the meeting that these open items are to receive attention and the parties involved will be further advised.
