AMENDMENT TO OPERATING LICENSES NPF-4 AND NPF-7 NORTH ANNA POWER STATIONS UNITS NO. 1 AND NO. 2 PROPOSED TECHNICAL SPECIFICATION CHANGE Pursuant to-10 CFR 50.90, the Virginia Electric and Power Company requests an amendment, in the forni of changes to the Technical Specifications, to Operat-ing Licenses NPF-4 and NPF-7 for the North Anna Power Station, Units No. 1 L and No. 2. The proposed changes are enclosed.

As a result of the Multi-Structure Amplified Response Spectrum (ARS) reanaly-sis presently underway for North Anna Units 1 and 2, it has been determined .

that snubber 571 should be removed. Thic snubber was subsequently removed.

Snubber 571 is listed in both the North Anna Unit 1 Technical Specifications and the North Anna Unit 2 Technical Specifications and requires deletion from Table 3.7-4 of the Unit 1 Technical Specifications and Table 3.7-4a of the Unit 2 Technical Specifications. The removal of this snubber, along with other support modifications, will provide improved support of the piping system for applicable loads to be expected du;ing a seismic event or during accident conditions as determined in the continued reanalysis.

Operating Committee and the System Nuclear Safety and Operating Committee.

Ic has been determined that this request does not pose an unreviewed safety question.

We have evaluated this request in accordance with the criteria in 10 CFR 170.22. Since this request involves a safety issue which the Staff should be able to determine does not pose a significant hazards consideration, a Class III license amendment fee is required for Unit 1 and a Class I license amendment fee for Unit 2. Accordingly, a voucher check in the amount of

$4,400 is enclosed in payment of the required fee.
