AMENDMENT TO OPERATING LICENSES NPF-4 AND NPF-7 NORTH ANNA POWER STATIONS UNITS NO. 1 AND NO. 2 PROPOSED TECHNICAL SPECIFICATION CHANGE Pursuant to 10 CFR 50.90, the Virginia Electric and Power Company requests an amendment, in the form of charges to the Technical Specifications, to Operat-is;g Licenses NPF-4 and NPF-7 for the North Anna Power Station, Units No. I and No. 2. The proposed changes are enclosed.

As a result of the Multi Structure Amplified Response Spectrum (ARS) reanaly-sis presently underway for North Anna Unit 1, it has been determined that snubbers 403, 404, 409 and 410 at location CC-244-Pent be replaced by new snubbers 411 at location CC-225-Pent and 412 at location CC-252-Pent. This requires the deletion of snubbers 403, 404, 409 and 419 from Table 3.7-4 of North Anna Unit 1 Technical Specification 3/4.7.10. A future amendment will be requested to add snubber 411 and 412 to Table 3.7-4 of North Anna Unit 1 Specification 3/4.7.10 following installation.

The removal of snabbers 403, 404, 409, and 410 and the installation of snubbers 411 and 412 should provide greater support for the system piping for applicable loads to be expected during a seismic event or Auring accident conditions. These modifications do not decrease the margin of safety.

In addition, as a result of the Multi Structure Amplified Reponse Spectrum (ARS) reanalysis presently underway at North Anna Unit 2, it has been deter-mined that snubbers 401 and 401 at location CC-244-ABB be removed due to modifications to two rigid supports and the addition of another snubber. This requires the deletion of snubbers 401 and 402 from Table 3.7-4 of North Anna Unit 2 Technical specification 3/4.7.10. A future amendment will be requested l to add snubbers to Table 3.7-4a of North Anna Unit 2 Specification 3/4.7.10 following installation.

VinoinA Etretnic Asp Powen CowrAxt To The deletion of these Unit 2 snubbers does not decrease the margin of safety in that the deletion of these snubbers, along with other modifications to the piping supports, will provide improved support for the piping system for applicable loads to be expected during a seismic event or during accident conditions as determined in the continuing reanalysis.

This request has been reviewed and approved by the Station Nuclear Safety and Operating Committee and the System Nuclear Safety and Operating Committee.

It has been determined that this request does not pose an unreviewed safety question.

We have evaluated this request in accordance with the criteria in 10 CFR 170.22. Since this request involves a safety issue which the Staff should be able to determine does not pose a significant hazards consideration, a Class III license amendment fee is required for Unit I and a Class I license amendment fee for Unit 2. Accordingly, a voucher check in the amount of

$4,400 is enclosed in payment of the required fee.

We would appreciate your prompt review of this request since approcal is required prior to restart of North Anna Unit 2 from the planned spring maintenance outage. North Anna Unit 2 restart is scheduled for May 18, 1981.
