Narrative

Report for LER 50-321/1981-023 On 3-18-81, with Unit 1 shutdown for a refueling / torus modif-ication outage, local leak rate tests of the RCIC turbinc exhaust valve E51-F001 was performed per procedure llNP-1-3952 (Primary Containment Periodic Type B

and Type C

Leakage Tests).

On 3-19-81, the LLRT coordinator reviewed the data sheets, and it was determined that the valve was leaking (as-found; would not pressurize) such that it would cause the.60 La overall leakage limit per Tech Specs 4.7.A.2.G to be exceeded.

This is a

repetitive occurrence refer to LER 50-321/1981-022.

There were no effects on public health or safety.

The cause of the valves leaking is unknown at the present time; an investigation is underway.

The valve will be repaired and successfully retested prior to startup following the outage.

An update report will be submitted.
