NARRATIVE

REPORT FOR LER 50-321/1981-011 On 2/14/81 while Unit I was in cold shutdown, liquid radwaste sample tank (WSTB1) was discharged prior to analysis which is contrary to Environmental Tech Spec 2.1.2.b.

10,220 gallons of 2630 microcuries were released to the Altamaha River.

This is a repetitive occurrence and was last reported on LER 50-321/1980-20.

There were no effects on the public health and sa fe t y due to this event.

An investigation of the incident revealed that, although the wrong sample had been used for the isotopic

analysis, the analysis which was used in determining the trip set print of the liquid radwaste radiation monitor was conservative enough that the radiation monitor would have isolated flow to the river prior to exceeding 10CFR20 concentration limits.

No 10CFR20 concentration limits were exceeded due to this event. '~

A chemical ra'iation technician had unintentionally collected a Unit d

2 radwaste sample in a pre-labeled Unit 1 WSTB-1 sample bottle.

This resulted in an isotopic analysis being performed which did not represent the true contents of WSTB-1.

The technician was instructed U
