Enclosed are three (3) signed originals and thirty seven (37) copies of a proposed change to the Beaver Valley Power Station Appendix A and Appendix B Technical Specifications. This proposed Technical Specification change describes the initial steps which Duquesne Light Company will take to implement the reorganization of activities related to the operation of nuclear power facilities operated by the Company. The reorganiztional changes described by this proposed Technical Specification amendment should be considered as interim measures taken in the course of imple-menting a total reorganization under the newly established Nuclear Division.

Further amendments to the Technical Specifications will be proposed as implementation of the reorganization plan proceeds.

Safety Evaluation The proposed Technical Specification describes the interim steps to be taken to implement a reorganization of nuclear activities under a new Nuclear Division. When fully implemented, this new Nuclear Division organization will provide:

1) consolidation of the major activities of nuclear power pro-duction within one corporate division, thus enhancing management control and improving inter-group interface activities;
2) greater numbers of qualified individuals to address the tasks involved in nuclear operations.

I The OSC and ORC have reviewed the proposed change to the Technical Specifications nnd have determined that there are no unreviewed safety  :

implications associated with this change and that this change does not constitute an unreviewed safety question.

We have determined that this change is a Class III amendment and a check for $4,000 will be submitted under separate cover in accordaice with 10 CFR 172.22.
