The purpose of this letter is to provide an updated status of the progress of the organization and staffing of the Nuclear Division which was reported to Mr. Grier in my April 2 and September 25, 1981 letters.

We have filled the position of Fire and Safety Engineer effective November 16, 1981.

This position was filled from within the Company, and the individual who filled the position spent the week of November 16 training his replacement at the Shippingport Atomic Power Station and the week of November 23 on his scheduled vacation.

He will assume his new duties on November 30, 1981.

It should be noted that this individual will be responsible for overviewing the Nuclear Division Industrial Safety Program on the site, as well as implementing the Beaver Valley Fire Protection Program.

It is believed that these additional responsibilities are compatible with, and complimentary to the fire protection duties.

These duties are in accordance with Figure 3 of the organization charts which were included with my April 2 letter.

The wording at the bottom of page 3 of the April 2 letter should have read, "a

full-time supervisor with only fire protection and safety responsi-bilities within the next six months".

Some delay was experienced in the selection and training of his replacement which was not anticipated in April.

We have also decided to have this individual report to the Director of Personnol Administration instead of directly to the Manager of Nuclear Support Services.

We believe that this arrangement will enable us to provide alternates to handle emergency situations that might occur during the absence of.the Fire and Safety Engineer.

Althougl. we have not filled the positions of Operations Support Coordinator, as shown on Figure 2A, and Maintenance Support Coordinator, as shown on Figure 2B, support functions for the operations and mgintenance groups have been provided on a temporary basis for the last couple of months.

We will continue to maintain temporary personnel to fulfill these functions until permanent personnel are selected or hired to fill these positions.

We believe that this action satisfies our commitment to establish these groups during the year of 1981 and will permit us to implement these functional support requirements during the time that the permanent organization is being established.

We have not yet been able to obtain the proper individual to fill the position of Instrument and control Support Coordinator.

If this position is not filled by late December, we will obtain a consultant to fill the position until a permanent employee is placed on our payroll.

I would like to take this opportunity to inform you that after much study, we have decided to modify the security organization shown in Figure 3 of our April 3 letter.

In lieu of Duquesne Light Company Security Shift Coordinators, we will provide a Director of Security and a Security Procedures and Training Coordinator.

Time Director of Security is scheduled to assume his duties on December 7, 1981.

The Procedures and Training Coordinator will oversee the l

training of the security force and the development of security l

procedures.

We expect to fill this position no later than January 1, 1982.

We believe that this change will enhance our ability to manage the security force.

An organization chart showing these above-described changes, is attached for your reference.

It is difficult in today's labor market to obtain individuals with nuclear experience, but we shall continue to attempt to hire the personnel required to staff the Nuclear Division.
