Narrative

Report for LER 50-321/1980-110 During normal reactor operation, while performing HNP-1-3302, HPCI valve operability, HPCI minimum flow valve, 1E41-F012, was opened q

but failed when given a signal to close. HPC1 was then declared inoperable per Tech. Spec. 3/4.5.1.

There were no effects to public health and safety as a result of this incident. This was not a repetitive occurrence.

The valve failing to close was due to a mechanical interlock on the opening contactor, used to control valve motor, binding which would not allow the close contactor to pick-up.

The contactor was repaired and teste).

HNP-1-3302 was then performed with satisfactory results.

Motor control starters of the same type are used on both Plant Hatch Unit I and Unit II.

However a generic review revealed no inherent problems.
