Dear Mr. Denton:

SUPPLEMENT TO PROPOSED AMENDMENT TO OPERATING LICENSE NPF-7 NORTH ANNA POWER STATION UNIT NO. 2 Our letter of November 20, 1980 (Serial No. 924) proposed an amendment to Operating License NPF-7 for North Anna Power Station Unit No. 2, which would revise the required implementation dates for certain post-TMI requirements identified in the license to correspond to the implementation date require-ments set forch in NUREG-0737. In response to a request f rom the sta f f , we provided additional information concerning these proposed revisions by letter dated December 15, 1980 (Serial No. 980).

Based on further review of the new requirements in NUREG-0737, and further discussions with the staff, an additional revision of the license has been identified as being necessary. The proposed change would make item (ii) of Condition 2.C.21.i read as follows:

(ii) Containment water leiel from (1) the bottom to the top of the containment sump, and (2) the bottom of the containment to a level equivalent to 600,000 gallons of water not later than the implemen-tation schedule of NUREG-0737.

As noted in our December 15, 1980 letter, the modifications to address this requirement are complete with the exception of qualified wide range indicators and recorders, which are scheduled to be installed during 1981. The installed system is fully operational and capable of measuring and indicating contain-ment water level up to the elevation equivalent to 600,000 gallons. The addition of qualified indicators and recorders will enable the system to meet the new requirements imposed by NUREG-0737. Our proposed change to the license condition will recognize this expanded scope, and make this license requirement consistent with other . similar changes we have proposed to make the license conditions reflect the issuance of NUREG-0737.

This additional proposed change has been reviewed and approved by the Station and System Nuclear Safety and Operating Committees. It has been determined that the change does not involve a unreviewed safety question.
