On 2-3-81, with the Unit 1 in steady state power operation at

- --- 19 29 MWt and on 2-19-81, with-. Unit _2 mode switch in refuel, the sprinkler systems providing protection for the cable spread room had been isolated for a period greater than 14

. days, and a Special Report had.not been submitted.

The Unit 1 sprinkler system was isolated on 1-20-81, and.the Unit 2

sprinkler system was isolated on 2-5-81, in order to implement design modifications.

.There was a failure to track the LCO condition to insure submittal of a Special Report within the O

required time frame.

Tecn Specs section 3.13.3 and 3.7.6.2 require.a Special Report if.a_.. system is not restored to opera-V Lble status within 14 days.

This is a nonrepetitive occur-e rence.

There were. no effects on public health or safety due
