This retArs *., your letter dated October 3, 1980, in response to our letter

dated Sepiember 9, 1980.

Thank you for informing us of the corrective and preventive actions documented

in your letter with regard to four of the items of noncompliance, namely,

numbers 2, 3, 5 and 6, contained in the Notice of Violation enclosed with our

letter of September 9, 1980.

These actions will be examined during a subsequent

inspection of your licensed program.

'

With regard to Items 1 and 4, contained in the above Notice of Violation, we

have reviewed your responses to these items and have concluded that these

items sh'uld be withdrawn for the reasons stated in the attachmeit to your

letter.

With regard to Item 7, contained in the above Notice of Violation, your response

to this item is not acceptable for the reasons stated in the enclosure to this

letter.

Moreover, your explanation regarding Item 7 is totally contrary to

,

the requirements of your Security Plan, Security Procedures and the intent of

!

NRC Review Guideline No. 7 regarding key control.

As we stated in our letter,

dated September 9, 1980, Section 2.201 of the NRC's " Rules of Practice," Part

2, Title 10, Code of Federal Regulations, requires tou to submit to this

office, within twenty (20) days of your receipt of the above Notice of Violation,

a written statement or explanation in reply including:

(1) corrective steps

which have been taken by you and the results achieved; (2) corrective steps

which will be taken to avoid further items of noncompliance; and (3) the date

when full . ;mpliance will be achfeved.

Your response to Item 7 fails to mention any corrective action taken by you

regarding this iten.

We again ask that you respond to this item, within 10

days of your receipt of this letter, with a written statement or explanation

in reply including:

(1) corrective steps which have been taken by you and the

results achieved; (2) corrective steps which will be taken to avoid further

items of noncompliance; and (3) the date when full compliance will be achieved.

In accordance with Section 2.790(d) of the NRC's " Rules of Ptactice," Part 2,

Title 10, Code of Federal Regulations, documentation of your control and

accounting procedures for safeguarding special nuclear materials and your

facility security procedures are exempt from disclosure; therefore, the enclosure

to this letter and the enclosure to your letter, dated October 3, 1980, will

not be placed in the Public Document-Room and will receive limited distribution.

Should you have any questions concerning the above, we will be pleased to

discuss them with you.
