This refers to your letter dated November 13, 1980, in response to our letter
dated October 29, 1980.
We have reviewed your response to our letter, dated October 29, 1980, with
regard to Item 7 contained in the Notice of Violation enclosed with our letter
dated September 9, 1980. We again disagree with your position that Item 7 is
an improper finding.
In the above Notice of Violation, we clearly documented
the regulatory requirements regarding Item 7 and we provided you with additional
information, in the enclosure to our letter of October 29, 1980, which further
supported our position.
Item 7 remains an item of noncompliance and will be
examined during a subsequent inspection of your licensed program.

In accordance with Section 2.790(d) of the NRC's " Rules of Practice," Part 2,
Title 10, Code of Federal Regulations, documentaton of findings of your control
and accounting procedures for safeguarding special nuclear materials and your
facility sectrity procedures are exempt from disclosure; therefore, the enclosure
to the referenced letter will not be placed in the Public Document Room.
