Subj ect: Response to I&E Inspection Report 50-271/80-11 This letter is written in response to Reference (d) which indi-cated you found our response to Item 7 of your Notice of Violation for I&E Inspection Report 50-271/80-11 unacceptable.

We continue to conclude that Item 7 is an improper finding and l have further explained our position in the enclosure to this letter.

Additional discussion on this issue was conducted in a telephone con-versation on November 12, 1980, between our Security Supervisor, Mr. W. T. Penniman and your Mr. J. W. Devlin.

The enclosed information 1s considered proprietary in accordance with Title 10, Code of Federal Regulations, Part 2.790. Public dis-l closure of this material should be withheld.
