Lynch, LPM REVIEW STATUS: Awaiting COE and Consultants Comments On March 10, 1980, a meeting was held at the Ramada Inn, Champaign, Illinoic between the NRC staff, Corps of Engineers (C0E), Waterways Experiment Station (WES), and NRC consultants Dr. W. J. Hall and Dr. M. T. Davisson.

The attendance list is attached.

The purpose of the meeting was to identify issues regarding pile driving at the Bailly site, to categorize the issues as either resolved or unresolved, and to determine the best method (s) to obtain solutions to the unresolved issues. The meeting was an informal exchange of ideas and thus the following summary is presented as a group effort rather than as input from a particular individual or agency.

Issues and Resolutions (R) 1.

The COE stated that they had not completed their review of the stratigraphy and the indicator pile program submitted by the applicant, and thus the COE was not convinced that the bearing layer was as well defined as implied by the applicant. The concern was that piles could terminate in unsuitable material, such.as compressible silt (ML), and undesirable long-term settle-I ments could develop.

The Corps of Engineers (COE) is reviewing geotechnical engineering aspects of the preposed Bailly plant under contract with DSS.

On February 20 and 21, 1930 the COE visited the site (see remo 0. Thompson to R. Jackson,Iarch 6, 1980, subject:

Site Visit to Bailly with COE Detroit).

During the site visit the licensee presented a sumary of the history and existing status of the site.

Following the site visit the COE proceeded with the review of geotechnical engineeririg aspects. Particular effort s.as concentrated on aspects relating to Category I pile driving t.hich is now suspended by.I:RC order.

On l; arch 10, 1980 a meeting was held at Champaign, Illinois between COE, their consultant from Waterways Experiment Station, NRC consultants W. J. Hall and fi. T. Davisson, and flRC staff from SEB and GSB.

Issues relating to authorization of Category I pile driving operation were discussed and listed (memo from

0. Thompson to R.' Jackson, April 2, 1980,. subject:- ideeting with COE and Consultants).

The work required.to resolve these issues was identified and assigned to the appr riate individual or organization.

The complete review by COE necessary for preparation of the geotechnical engineering part of the SER will proceed following resolution of the issues related only to pile driving.. The schedule outlined in our Interagency agreenent lio. I;RC-03-79-167.

Task 2, will be followed except that a slip of approximately 4 1/2 months has occurred a outlined in our memo from 0. Thompson to R. Jackson dated March 6, 1980 subject:

A suanary of our current review schedule for geotechnical engineering review 1ork is as follows:
