SUBJECT:

STATUS OF BAILLY NUCLEAR 1 This meno updates our August 27th report on the status of three major activities in our post-CP review of the Bailly facility.

1.

The completion of the staff!s technical review of the NIPSCO short piling submittal-s, including the August 1979 submittal, has been adversely impacted by the recent transfer of GSB personnel to NMSS. GSB subsequently proposed that the Corps of Engineers include Bailly in the list of projects that it will review for GSB. The Corps accepted Bailly on October 3rd and assigned three reviewers to the task of completing N1PSCO's proposal of March 3,1978. While the Corps' review will, of necessity, start from

" scratch," the full time assignment of three reviewers is a favorable development.

I recommend that the staff continue to retain Dr. Davisson of the University of Illinois to provide continuity of the review effort.

Davisson is very familiar with the proposal and could be expected to assist in cupleting the review in a short time.

(Contracts Administration has consisantly delayed approval of Davisson's contracts.)

2-The Comission has still not made any decision regarding the petitions for a hearing on the short pile proposal. There has been interest expressed on this matter by the senators from Indiana.

3.

The staff will issue, by October 12th, a notice of intent to hold a hearing on NIPSCO's request for a CP extension.
