SUBJECT:
REVIEW OF DESIGN CRITERIA FOR THE BAILLY FOUNDATION PILES filPSCO submitted its proposed design criteria for the Bailly foundation piles in a report which accompanied the transmittal letter, dated March 8, 1978.
This report SL-3629, " Design Analysis and Installation of Driven H-Pile Foundations," was hand carried to the SEB and GSB reviewers on fiarch 10, 1978.
Since this report is fairly extensive and will probably require-assistance from our consultants (e.g., Newmark et al), I propose that completion of the review of this report be scheduled for April 14, 1978.
If this tentative review schedule will adversely affect the review effort on other high priority matters, I suggest that we discuss this impact at a meeting in my office.
With regard to our review effort on the proposed design criteria for the Bailly foundation piles, I should like to note that essentially all con-struction effort on the safety-related structures at the Bailly site has been suspended pending staff review of this proposal.
This is in accordance with R. S. Boyd's letter of February 11,1978. (refer to enclosure 1).
In its letter of March 8,1978, NIPSCO requested that the staff complete its revi?s on a schedule which would permit them to resume installation of the safety-related piles in April 1978 (refer to enclosure 2).
