SUBJECT:
FOLLOW-UP ON NIPSCO MEETING Following our meeting with NIPSCO on 11/13/79 we telephoned John Thompson of the Corps of Engineers to clarify the status of NRC work undensay in the Detroit district. We found that, consistent with our previous negotiations, the Corps stands ready to immediately provide the full required effort on a dedicated basis for the Bailly and Midland projects.
The guid pro quo for doing this is the transfer of four slots to CE for 1 1/2 years. Attached is a telefax copy of the letter that has been sent to state this position, the letter should be in any time now. My impression is that they are simply protecting their manpower ceilings from charges that they are fat if they can afford to take on such large chunks of work.
Herb Berkow telephoned me on the af ternoon of 11/13 to say that he had initieted ineiries with the Comptroller's Office as to the mechanism whereby such a '.ransfer could take place. Since our agency has never engaged in such a transfer before, it's reasonable to expect some consternation that will cause us considerable delay in starting this effort.
However, I feel that with a good faith commitment by the appropriate NRC person (administrative officer? controller?) to carry off the transfer (perhaps even to discuss it with the right OMB people) Ccrps headquarters would be willing to direct the Detroit district to go full time on Bailly and Midland. The most important step right now seems to be making contact with the Corps through the channels that will be used for such discussions.
To the maximum extent practical we will guide the Corps personnel and our other consultants to the use of decision point meetings that culminate in a declaration of final staff position for each item under discussion.

PURPOSE:
This trip was orientation in nature and intended to familiarize NCE
..ad NCD with this site and the probicas associated with it.
2.
DATE AND PLACE:
The meeting and site visit took place on 26 November 1979 at the Bailly nuclear facility.
3.
SIGNIFICANT ELE!!ENTS:
This trip and necting were intended to faniliarize NCE and NCD with the site, the power conpany constructing the site, consultants to the power company, and the contractor constructing the site..
4.

The persons in attendance at the meeting are listed in the attached attendance list.
Their titles or positions with respect to the project are penciled in by !!r. Kubinski. The following persons attended this necting and are considered to be of significant import in performing the NCE task:

NARRATIVE:
The actual site visit was made af ter an introduction and general discussion in the offices at the site and the general meeting in which technical issues were discussed was made af ter the actual site visit.
The following items are of some significance and arose f rom either the orientation meeting or the meeting following the site visit.
a.
A general view of the site was presented by Russ Bohn, the project manager for NIPSCo.
'Ihe site is located amidst required green belts in the surrounding area which are necessary to separate the power plant from adjacent parkways and wildlife habitat.
b.
Units 7 and 8 of the existing facility were placed on concrete nat
]
foundations and experienced just under 2 inches of settlenent over the last 10 years. The chimney settled approxicately 2 inches and is on piles.
In referring to elevations concerning the construction, all elevations indicated were referred. i to 0.0 f eet at ICLD.
The groundwater.is at +18 and the hole for new construction I
was excavated to +8.
A very stiff clay layer underlies the structure and is wedge shaped in profile.
At the south side of the site, the clay layer is very negligible in thichness and g:: c. -n extendsto very thick clay at the north side of the site.
The bottom of the reactor building will be placed at -6 which is just ahuve the clay.
There are 2,000 piles aircady placed to support the turbines.

An indicator'pl3e program has been instituted in which 140 piles have been driven.
There are three rows of piles in the cast-west direction and two rous in the n' orth-south direction.
Tests have been performed on some of these indicator piles as follows:
6 bearing tests, 2 uplif t tests, and 1 lateral test.

The piles were designed as foundation to support the mat.
c.
A Danes & Moore representative gave a presentation which included design-criteria and current conditions.
This uas followed by a general question and j
answer period which was basically chaired by Dave Lynch.
The following are a list of items that were mentioned or discussed throughout the rest of this peri >o.
f.
Dif ferential compressibility and non uniform settlement were issues-considered in the design period.
An indicator pile program uas initiated to confirm the top clovation of the bearing stratum.
In addition to this, a heave nonitoring program was established to check anticipated heave in placing clusters of piles.
g.
The entire foundation was to be placed on piles which vere llP 14x117's placed using a singic action Vulcan 016.
A contour map was shown uhich indicated the tip clevations of all the piles.
In general, critera for driving the piles were established in the design which uas 500 blows for the last 5 feet, 100 blows for the last foot, and 30 blows for the last 3 inches.
This criteria was followed during driving.
h.
A long discussion coacerning the proposal to densify the soil near the surface for the piles uhich vere jetted folloued.
Two soil borings were taken in 4
this area.
Sone control (closed) pipe piles are intended to be placed in the area and have the following dimensions.
They are 10 inches in diameter, 7/8 inch thick; they vill be placed using the Vulcan 016 hammer.
These piles will act as 4
densification piles, and will be placed according to previously established criteria.
They will be placed in an effort to correct the disturbed area to preconstruction conditions.
Questions were asked by NRC representatives concerning nonitoring of the program and ability to determine that the disturbed soil has been returned to preconstruction conditions.
Development of a pilot program in another area in ubich soil borings indicated similar conditions to the site, disturbance was created in a similar manner to that created at the site, and the soil densified using the piles as proposed is necessary in establishing a definite correlation to'those conditions in the site.
Once a correlation can be established, determination as to density of the soil using driving techniques in the circular piles will be possibic.
A report was written in August 1979 which apparently went through this approach, as well as other means of densification being dir ussed.

In a foundation system such as that at this site, heave is a definite and significant issue.

Forty piles ~ were monitored for her ve in a pilot program which yieldeo resnits which were not unexpected.
The pile in the r.iddle appeared to heave uost-as well as the piles driven initially bcavicg nost.
Pile.
tipo appeared to heave less than pile butts since the piles uere placed in tension because of the heave process.
Of the piles driven, 37 piles heaved less than.7 inches and 3 piles heaved between.8 and 1.1 inches.
It is also necessary to develop load tests after all piles have been placed to determine if the piles have unseated as a result of the heave.
j.
The criteria for re-driving is as follows: re-drive all piles with greater than.5 inch of heave within. a radius of 35 feet; the equivalent penetration during re-drive should be development of a mininun of 10 blows per inch.
Total allowabic heave is 1 inch and re-driving should be performed in a singic operation. Additional heave after re-driving should definitely be considered and the piles that. are not re-driven vill not heave greater than an inch.
Reference here was nade to a report dated Decenber 4,1978, Chapter 3.

tips of the piles should be used to develop heave neasurements.

RECO:!ENDATIONS AND CONCLUSIONS:
No conclusions can be nade as a result of this trip since it was basically orientation in nature and exposure for NCE and NCD personnel to problems existing at the Bailly nuclear site.
A transfer of additional documents and a brief meeting between Kubinski (NCE) and Heller- (NRC) took place in the motel that evening following this aceting.
It is extremely necessary to study the pile issue, review actions proposed by NIPSCo, Dames &
Moor;, and Sargent & Lundy since continuation of driving is scheduled for early thrch 1980.
