OCTOBER 25, 1977 MEETING WITH NEWMARK CONCERNING BAILLY GENERATING STATION In order to assist you in the preparation of the minutes for the subject raeeting, we have compiled the enclosed notes which highlight to our best recollection the results of that meeting. As agreed earlier, N. Newmark would still like to comment on the final draf t of the meeting minutes you are preparing. We would also appreciate your including in the minutes a list of all the documents lef t with N. Newmark at the conclusion of the meeting.

on_0ctober 25, 1977, the staff met with Newmark Consulting

. Engineering Services at Urbana, Illinois to discuss the proposed 1

installation of jetted piles at this site. A list of attendees-is attached.

t M. D. Lynch, LPM, presented a summary of the pertinent information i

regarding licensing review of the Bailly plant rnd specifically identi-

- st fled the pile foundation design. Copics of the applicant's letters of October 7, October 15 and October 20 (two letters, but no drawing' ) were s

given to N. Newmark for'further review.

The following items were dis-3 i

j cussed and include the initial reaction of the consultants regarding pile foundations at the Bailly site.

1.

Reservations were expressed regarding the suitability of the pro-posed installation technique (jetting).

2.

.Bue review and final determination on the acceptability of the i

proposed jetted pile foundations will require an extensive time interval.

3.

Testing the soil deposits for all anticipated conditions is very important.

4.

Jetted test piles may degrade the properties of the in situ soils excessively.

5.

To avoid degrading category 1 foundation soils, jetted test piles

~ should be at least 150' away~from any Category I structures and

. preferably up to 500 feet aday.

A fundamental foundation concern is degradation of the soil between -

the piles.

7.

It appeared that the shorter driven piles used for the turbine building would be adequate for Category I structures, if designed and installed properly.

8.

A test pile section should be at least a 7 x 7 array to represent the installed conditions.

9.

More information is needed on fixity of the pile-cap connection.

10.

Any single pile test without other confirmatory information is not sufficient to determine the suitability of the proposed methods.

11.

A Standard Penetration test program should be required to show the variation of soil profile conditions for (1) undisturbed native soils, (2) soils which have been modified in a jetted test section and (3) soils in the turbine building area where piles have been driven (not jetted).
