AMENDMENT TO OPERATING LICENSES NPF-4 AND NPF-7 NORTH ANNA POWER STATION UNITS NO. 1 AND NO. 2 PROPOSED TECHNICAL SPECIFICATION CHANGE Pursuant to 10 CFR 50.90, the Virginia Electric and Power Company requests an amendment, in the form of changes to the Technical Specifications, to Operat-  !

ing Licenses NPF-4 and NPF 7 for North Anna Power Station, Units No. I and No. 2. The proposed changes are enclosed.  !

i A charging pump cross-connect modification is being implemented in response to commitments made to the Staff concerning Appendix A to Branch Technical Position 9.5-1 and the Fire Protection Safety Evaluation Report for North Anna l Power Station dated February,1979. The purpose of the charging pump cross- I connect modification is to provide alternate shutdown capability in the event  ;

from the opposite unit. The charging pump cross-connect will consist of two i normally locked closed manual valves installed between the Unit I charging i pump discharge header and the Unit 2 charging pump discharge header. Opera- ,

' I local to the headers in the Auxiliary Building.

The proposed change to Specification 3.1.2.3, which requires at least one (

charging pump to be operable when the unit is in MODES 5 and 6, is to add an '

ACTION statement requiring restoration of one charging pump to operable status when the opposite unit is in MODES 1, 2, 3, and 4. This requirement will assure the availability of one charging pump for use with the charging pump  ;

cross-connect when the non-affected unit is shutdown. Assurance of the avail-ability of at least one charging pump for use with the charging pump cross- i l connect from an operating non-affected unit is provided by the existing provisions of Specification 3.1.2.4.

If should be recognized that the cross-connect system is not designed for operation during Emergency Core Cooling conditions.- Should the non-affected unit experience an Emergency Core Cooling System initiation, the cross-connect valves would be closed. The cross-connect modification will not affect the

! operation of existing systems or valve line-ups during normal operation or >

accident conditions when the cross-ochnect valves are closed.

Denton 2 vinnim tirau.< wu pow r u cm, m to The proposed changes have been reviewed and approved by the Station Nuclear Safety and Operating Committee and the System Nuclear Sa f ety and Operating Committee. It has been determined that this request does not involve an unreviewed safety question.

We have reviewed this request in accordance with the criteria in 10 CFR 170.22. Since this request involves a safety issue which the Staff should be able to determine does not involve a significant hazards consideration and a duplicate amendment request for a second essentially identical unit, a Class III license amendment fee and a Class I license amendment fee are required for Unit I and Unit 2, respectively. Accordingly, a voucher check in the amount of $4,400.00 is enclosed in payment of the required fees.

The North Anna Unit I refueling outage presently underway is scheduled to be completed on or about March 1, 1981. Approval of this request is needed prior to start-up following the refueling outage; therefore, we would appreciate your prompt review of this request.
