LER 80-022 Omaha Public Power District Fort Calhoun Station Unit No.1 Docket No. 0S000285 ATTACHMENT NO. 1

_ Safety Analysis l

The Fort Calhoun Station Unit No.1 Engineered Safety Feature System is so designed that no single failure can prevent the per-formance of a safety function, if required.

During the performance of ST-ESF-2, F.2, the 86B/ VIAS lockout

)

failed to actuate due to a burnt coil. However, at the time of this occurrence the 86A/ VIAS ("A" Channei) and the 86Al/ VIAS ("B" Channel) relays were operable.

In addition, the 86Bl/ VIAS derived signal lockout

("A" Channel) was also operable since the VIAS signal is actuated by a CRHS, a CSAS or a SIAS signal and is not a function of the 86B/ VIAS lock-l out. Therefore, if required those three signals mentioned above (86A/ VIAS, 86Al/ VIAS and 86Bl/ VIAS) would have actuated all safety equipment necessary to mitigate the consequences of an accident if re-quired.

Corrective Action

The failure of the 86B/'/IAS relay was found to be due to a faulty coil. The coil was replaced with a spare per M.0. 7065.

Subsequently, the relay was tested for proper operation per ST-ESF-2, F.2 and found to operate as designed.

Continued surveillance will ensure prompt correction of any future problems of this type should they occur.
