Dear l'. Ross:
This memorandum confirms our telephone conversation of September 9, 1980 concerning the basis for celecting the essential system in our submittal on the above reference. The following statement was given as our response to your question.
"The basis for selecting those systems which are designated as " Essential" for CIA and CIB isolation signals in our response to Item 2.1.4 of NUREG 0578 was a review of the accident analysis in Section 14 of the BVPS FSAR and the BVPS Emergency Operating Procedures.
Based on this review, those systems which are required.to operate or be operable to take the proper emergency actions to mitigate the consequences of an accifeat, prevent core damage or limit radioactive release to the environment were classified as essential for the particular containment isolation signal involvad."
