NARRATIVE

REPORT Georgia Power Company Plant E. I. Hatch Baxley, Georgia 31513 Reportable Occurrence Report No. 50-321/1980-083.

With the reactor mode switch in run mode at a power level of 2241 liWt, it was discovered that surveillance pr ocedure HNP-1-3108, High Drywell Pressure Switch (ADS) Functional Test and, ibration, had not been* performed within the prescribed grace period.

The; uere no effects upon public health and sa fe ty.

This is a repetitive event as last reported on Reportable Occurrence Report No. 50-321/1980-037.

Surveillance procedure HNP-1-3103 was due on July 6,1980.

The last possible date to perform the procedure was July 13, 1980.

The procedure was not per-formed during this interval.

These instruments are covered in Tfble 4.3-4 of Tech Specs. Upon discovery of the missed surveillance on July 14, 1980, it was immediately performed with satisfactory results.

The cause of this missed surveillance is attributed to personnel error.

The generic review revealed that missed or late surveillance has been a problem in the past. Numerous changes have been' made in the scheduling and trac. king of surveillance. We feel that the system we now have is adequate and the proper selection of personnel in the surveillance area should resolve the problem.
