a. Toledo is a public utility incorporated under the laws of the State of Chio and is engaged primarily in the production, purchase, transmission, distribution and sale of electricity in northwestern Chio.

Toledo supplies electrical power within a service area of 2,500 square

       =iles which has an esti=ated population of 803,000. Retail power is supplied within the corporation limits of h7 =unicipalities in the ser-vice area including the City of Toledo and wholesale power is supplied to 15 municipally-evned systems.

Toledo is not evned, controlled er dcminated by an alien, foreign corporation, cr foreign govern =ent. 5. Description and Use of Facility The Davis-Besse Nuclear Power Station is a nuclear electric genera-ting station with a pressurized water reactor steam supply system. The nuclear steam supply syste= will be operated at a reactor pcuer level of 2,772 MWt with a corresponding net electrical cutput of 906 MWe. The station is being constructed pursuant to Construction Permit No. CPPR-80 issued on March 2h,1971.

The Davis-Besse Nuclear Pcver Station is located in north central Chio en the shores of Lcke Erie, approxi=ately 21 miles east of the City of Toledo. Details concerning the station and the site are contained in the Final Safety Analysis Report (FSAR) which constitutes a part of this application. s 6. Financial Qualifications Applicants share undivided evnership cf the station and t?.e station site as tenants in ec==cn without right of partition. The tvc ce=panies share in the costs of construction and vill snare the ecsts of cperation and in the energy production in proportion to their undivided evnership interests as follevs: The Toledo Edison Cc=pany 52.5% The Cleveland Electric Illu=inating Cc=pany L7.5% Applicants have not for=ulated plans for per=anent shut levn of the station. However, assu=ing shutdevn =easures ec= parable to :hese auther-1:ed by the Cc==ission for the decc==issioning of the Hallan Nuclear Fever Facility, Applicants esti= ate that the ecst of decc==issioning of the station would not exceed $8,000,000, based en current dellar values. ~ additional $70,000 per year would be required to cover the ecst of sur-veillance and maintenance of the fences and barriers. Uranium, enrichment, and fuel fabrication for the first core is being purchased from the supplier of the nuclear steam supply system. Ccmmitments for the uranius, enrich =ent, end fabrication of reload regions have not been made. Table I, attached hereto and made a part hereof, sets forth' the estimated operating costs for the five-year period from 1975 through 1980. The annual reports of Toledo and Cleveland for the year 1971 are attached as Appendix A and B, respectively, of this applicatien. These reports shew that the Applicants have reasonable assurance of obtaining the funds necessary to cover esticated ecsts of cperation for the first five years of cperation of the station, and decc==issioning the statien and maintaining it in a safe cendition.

7. Technical Qualificatiens A description of the technical qualificatiens _f Toledo is contained in Chapter 13. A list of principal contractors and ', heir qualificatiens are contained in Chapters 1 and 13 of the FSAR.
8. Regulatory Agencies and Trade and News Publicatiens
a. Regulatery Agencies One or = ore regulatory agencies and =unicipalities =sy have jurisdiction over the respective rates and services of the Applicants incident to the generatien and discribution of electric energy frc the utilization facility for which a class 103 license is requested herein. The names and addresses of such egencies and the na=es of such municipalities are set forth in the attached Appendices C and D.

b. Trade and News Publications The lists of trade and news publications which are in general circulation in the respective service areas of the Applicants and which are considered appropriate to give reasonable notice of this Application to those =unicipalities, private utilities, public bodies and coopera-tives which =ight have a potential interest in the utilization facility are set forth in Appendices E, F, and G.
9. Security Agree =ent The application does not contain any Restricted Data or other de-fense infor=ation. Applicants agree that they will not permit any individual to have access to Restricted Data until the Civil Service Cc==ission shall have =ade an investigation and a report to the Atc=ic Energy Com=ission en the character, associations, and loyalty of such individual, and the Atc=ic Energy Cc==ission shall have deter =ined that per=itting such person to have access to Restricted Data vill not en-danger the ecm=en defense and security.
