Description of Business and Organization of Aunlicants a.
Toledo is a public utility incorporated under the laws of the State of Ohio and is engaged pri=arily in the production, purenase, trans=ission, distribution and sale of electricity in northwestern Chio.
Toledo supplies electrical power within a service area of 2,500 square miles which has an estimated population of 803,000. Retail power is supplied within the corporation li=its of h7 =unicipalities in the ser-vice aren including the City of Toledo and wholesale power is supplied to 15 =unicipally-owned syste=s.
Toledo is not owned, controlled or do=inated by an alien, foreign corperstion, or foreign govern =ent.

Cleveland is a public utility incorporated under the laws of the State of Ohio and is engaged pri=arily in the generation and dis-tribution of electricity in a 1,700 square-mile area in northeastern Ohio. Cleveland provides retail pcver to an estimated population of 2,085,000 in the City of Cleveland and 88 other incorporated munici-palities, and surrounding territory, and has recently made an emergency standby connection with the City of Cleveland's municipal electric power system.

5.
Description and Use of Facility The Davis-Besse Nuclear Power Station is a nuclear electric genera-ting s+stion with a pressurized water reactor steam supply system. The nuclear steam supply system vill be operated at a reactor power level of 2,772 MWt with a corresponding net electrical output of 906 MWe. The station is being constructed pursuant to Construction Per=it No. CPPR-80 issued on March 2k, 1971.
The Davis-Besse Nuclear Power Station is located in north central Chio on the shores of Lake Erie, approxi=ately 21 =iles east of the City of Toledo.
Details concerning the station and the site are contained in the Final Safety Analysis Report (FSAR) which constitutes a part of this application.

Financial Qualifications Applicants share undivided ownership of the station and the station site as tenants in co= mon without right of partition. The two co=panies share in the costs of construction and vill share the costs of operation and in the energy production in proportion to their undivided ownership interests as follows:
The Toledo Edison Company 52.5%
The Cleveland Electric Illuminating Company h7.5%
Applicants have not formulated plans for permanent shutdown of the station. However, assuming shutdown measures co= parable to those author-1:ed by the Commission for the decommissioning of the Halla= Nuclear Power Facility, Applicants estimate that the ecst of deco =cissioning of the station would not exceed $8,000,000, based on current dollar values. 1 additional $70,000 per year would be required to cover the cost of sur-veillance and maintenance of the fences and barriers.
Uranium, enrichment, and fuel fabrication for the first core is being purchased from the supplier of the nuclear steam supply syste=.
Commitmet;s for the uranium, enrichment, and fabrication of relcad regions have not been made. Table I, attached hereto and nade a part hereof, sets forth the estimated operating costs for the five-year period from 1975 through 1980.
The annual reports of Toledo and Cleveland for the year 1971 are attached as Appendix A and B, respectively, of this application. These reports shov that the Applicants have reasonable assurance of obtaining the funds necessary to cover esti=ated costs of operation for the first five years of operation of the station, and deco =missioning the station and maintaining it in a safe condition.

Technical Qualifications A description of the technical qualifications of Toledo is contained in Chupter 13. A list of principal contractors and their qualifications are contained in Chapters 1 and 13 of the FSAR.

Trade and News Publications The lists of trade and news publications which are in general circulation in the respective service areas of the Applicants and which are considered appropriate to give reasonable notice of this Application to those munit alities, private utilities, public bodies and coopera-tives which might have a potential interest in the utilization facility are set forth in Appendices E, F, and G.
9.
Security Agreement The application does not contain any Restricted Data or other de-fense infor=ation. Applicants agree that they vill not permit any individual to have access to Restricted Data until the Civil Service Commissior shall have made an investigation and a report to the Atomic Energy Conmission on the character, associations, and loyalty of such individual, and the Atomic Energy Co= mission shall have determined that permitting such person to have access to Restricted Data vill not en-danger the common defense and security.
