9-With the unit at 10% thermal' power, 250 MWt, and normal start-up in progress, llPCI was.put'in standby af ter being tagged out for maintenance..IINP-1-3303,

.IIPCI Pump Operability, was being run to prove operability.

HPCI Turbine speed swung badly when controlled with the test pot, making it impossible

..to perform the procedure.

The cause of ' the llPCI Turbine speed swinging was a defective: ramp generator on the Woodward Governor Turbine Speed Controls. The ramp generator and the EGM Control Box was replaced and the controls were recalibrated per HNP-1-5287.

HPCI pump operability was then performed satisfactorily.

There were-no effects upon public health and safety due to this event. Redundant safety systems RCIC,- Core Spray, ADS, LPCI and RilR were all operable. The unit

- is now in full compliance and no further reporting is required.
Utis is a repetitive occurrence as previously reported on Reportable Occurrence Report No. 50-321/1979-017.

A review of the event did.not reveal any generic defects with the Woodward Ramp Generator.
