r Reportable Occurrence Report No. 50-321/1980-042.

With the reactor at 2420 MWt, on April 29, 1980, the IE11-F016A valve, R!!L Outboard Containment Spray, failed to open while' performing the RllR operability Test. This valve was required to be operable per Tech.

Spec. 4.5.G due to the IC Diesel being out for Preventive Maintenance.

An orderly reactor shutdown was begun to comply with Tech. Spec. 3.5.G, i

but was ceased af ter approximately 9 hours1.041667e-4 days
0.0025 hours
1.488095e-5 weeks
3.4245e-6 months
when the IC Diesel was returned to service.

The failure o,f the IEll-F016A valve was due to the key between the motor shaft and the motor pinion gear being sheared. This permitted the motor shaft to rotate within the pinion gear. The pinion gear and key were replaced and the valve returned to service on May 2, 1980.

A similar event was reported on Unit II, reference Reportable Occurrence No. 50-366/1979-086. There were no effects to public health and safety as i

a result of this incident.
