Ocaha Public Power District Fort Cnihoun Station Unit No. 1 Docket No. 050C0265 LER No.80-007 Attachment No. 1 Safety Analysis The electrical penetration splices for the containment air handling units consists of an inner surface of GE Irrathene SPT tape to provide a smooth taping surface. Over the surface is applied a 1/h-inch layer of the Irrathene SPT tape extending 2-inches beyond the penetration insulation and 1-inch over the cable insulation. Over the SPT tape are placed 2 half lap layers of self sealing GE Irrasil Sillcon Rubber tape which extends to the seal nut on the penetration en0 and 1-inch beyond the SPT tape on the cable end of the splice.

GE RT7 Silicon sealant was used to seal the final end tabs of the-Irrasil tape. An overall layer of Scotch 33 tape was installed on the entire splice. An investigation of this splice indicates that its ,

composition would allow it to withstand the LOCA conditions.

The SPT tape has an allowable radiation limit of 10TR Ond has out-standing resistance to steam and hot water as stated in the 3tandard Eandbook For Electrical Engineers" tenth edition. It also has excellent resistance to acids. The outer layer of silicon tape and RT7 end tab seal has a radiation resistance of 10 R 6 threshold and 107 allovable respectively. The silicon tape and RT7 exhibit good high temperature characteristics and chemical resistance. The overall Scotch 33 tape also has a high resistance to radiation.

It is the Districts judgment that since no test data exists on this material, additional =easures are required to insure the operability of the splice. To acecmplish this, the splices vill be coated with Dow corning 31h5 RT7 adhesive / sealant which is LOCA qualified. This will prevent the LOCA atmosphere frca attacking the splice insuring that its electrical properties ra-ain unaltered.

The docu=ents used in this analysis were located on April 28, 1980 and vere not available for previous investigation.
