Dear Mr. Denton:

AMENDMENT TO OPERATING LICENSE NPF-4 NORTH ANNA POWER STATION UNIT NO. 1 PROPOSED TECHNICAL SPECIFICATION CHANGE Pursuant to 10 CFR 50.90, the Virginia Electric and Power Company hereby requests an amendment, in the form of changes to the Technical Specifications, to Operating License No. NPF-4 for the North Anna Power Station, Unit No. 1.

The proposed Lchanges are in response to NRC Staff recommendations that North Anna Unit 1 Technical Specification 4.5.2 be changed to be consistent with the format and content of the Specifi-cation for North Anna Unit 2 as well as all other Standardized Technical Specification units.

Specification 4.5.2.g has been modified by requiring the ECCS subsystems be demonstrated operable by verifying that manual valves listed in Specification 4.5.2.g.2 are locked and tagged in the proper position for safe .y injection following maintenance or repositioning of the valves.

In addition, the Staff has requested that a Specification 4.5.2.h be added to the Unit 1 Technical Specifications. The proposed Specification

.4.5.2.h requires demonstration of ECCS subsystem operability by performance of a flow balance test 'during shutdown following the ' completion of modifi-cations to the ECCS subsystem which alter the subsystem flow characteristics.

The proposed Specification 4.5.2.h is identical in format and content to the currently approved Unit 2 Specification.

The requested change to Specification 4.5.2.g will ensure proper positioning of the manual valves listed in the ' Specification following the completion of any repositioning or maintenance on the valves, thereby in-creasing the margin of safety associated with the ECCS and its subsystems.

The requirement will also increase the margin of safety associated with the ECCS and its associated subsystems.

The proposed changes have been reviewed and approved by the Station-Nuclear Safety and Operating Committee and the System Nuclear Safety and Operating Committee. It has been determined that this request does not involve an unreviewed safety question.

This request'has been reviewed in accordance with the criteria in 10 CFR 170.22. Since this request is identical to the currently

-approved Unit 2 Specification and will not require any additional Staff review, this change is administrative in nature; therefore, a Class II license amendment fee is required. Accordingly, a voucher check in the amount of $1,200.00 is enclosed in payment of the required license amendment fee.
