STAFF FOSITIONS ON TliE PRESENT DAVIS DESSE, UNIT 1 P.EACTOR COCLNiT FLOW TRANSMITTERS At cur site visit to Davis Besse, Unit 1 on October 6, 7 and 3,1976, it was observed that a single failure in the reactor coolant flow / axial power protection function could cause a loss of that protection function.

Your present design of all foar redundant coolant flow transmitters measuring ficw in each loop to the steam generator, which are cart of the reactor coolant system flow and axial power imbalance protection function, share common process sensing lines to the reactor coolant flow tube. A failure of a comon sensing line could result in reactor creration outside of acceptable limits described in Figure 2.2-1 of tne proposed Technical Specifications.

It is our position that the design of the reactor coolant ficw paraneters be modified to meet the single failure criterion in order to preclude loss of the reactor coolant flow / axial power protection function.

We request that you provide your response to our position within 15 days after receipt of this letter. Your response should include the details of the design modification and your schedule for tne completion of its installation.
