Dear Mr. Roe:

Condition E.C.(3)(e) of the Davis-Besse Nuclear Power Station, Unit No.1 Operating License (NPF-3) requires that you modify, to the satisfaction of the Cormiission, the reactor coolant system flow indication to meet the single failure criterion with regard to pressure sensing lines to the flow differential pressure transmitters.

In a telephone conversation on March 13, 1979, our staff discussed this license condition with your office and reviewed our position on a similar condition for the operating license of Florida Power Corporation's Crystal River Unit No. 3.

Our position, which applies to the Davis-Besse Unit No.1 as well as the Crystal River Unit No. 3, is that a satisfactory modification to the RC flow sensing sysf.em, for single failure considerations, would be the installation of a/ redundant set of sensing lines (one high pressure and one low pressure)'for each reactor coolan' loop. These sensing lines would serve two of the four existing differential) pressure transmitters and should connect to the existing sensing lines immediately downstream of the first root valve off the reactor coolant loop. The piping run of the new sensing lines should be physically separated from the existing lines.

You are requested to inform us within 30 days of receipt of this letter whether you intend to pursue installation of the additional sensing lines as discussed above or some other means of addressing the license condition.
