During normal operation, the 'B' loop of the Torus Cooling System was declared inoperable when required by Technical Specifications paragraph 3.5.B.

The system was declared inoperable as a result of a deficiency associated with Hanger H10-49A.

Specifically, the base plate for Hanger H10-49A failed the flexability requirements of NRC l&E Bulletin 79-02.

The redundant containment spray system and its associated Emergency Diesel Generator System were demonstrated operable as required by Technical Specification paragraph 3.5.B.4.

Therefore, the event did not represent a significant hazard to the public health and safety.

The system was restored to an operable status on the following day by installation of a temporary support. On April 8,1980, modi fication to the base plate associated with the referenced hanger was completed and the temporary support was removed.

No additional corrective action Is required.
