Dear Mr. Rose:

The Metrek Division of The MITRE Corporation is pleased to accept the attached Work Statement and Schedule as a modification to parts I.B and I.C of contract #NCR-05-77-044.

We plan to perform the tasks described therein in continuation of our support of the NRC program to improve the effectiveness of its response to nuclear incidents involv-ing its licensees. Task VII includes the work necessary to procure communications equipment for the Incident Response Center and the field teams, while Task VIII provides for continued exercise and evaluation of incident resonse procedures.

We have scheduled 12.5 man-months of technical effort for the period 8 June 1978 through 29 September 1978 to perform both tasks.

Tne estima~ted total cost of $79,894 is detailed on the attached Con-tract Pricing Proposal (Optional Form 60). Cost estimates are valid for 90 days from the date of this letter.

Work Statement 1.

TASK VII a.

Survey, evaluate as needed, and recommend procurement specifications for the following:

(1) VHF repeater antenna; (2) VHF radios, including batteries; and (3) packaging radios and auxiliary equipment.

b.

Define requirements, prepare rationale, survey, and recommend procurement specifications for Incident Response Center communi-cations equipment.

c.

Prepare those portions of the Telecommunications Plan which incorporate the results of a and h, above.

2.

TASK VIII Utilizing the results of Tasks II and III of the basic contract and the results of Tasks IV, V. and VI of Modification 3 to the basic contract, develop at least four (4) sets of exercise plans, scripts, and procedures to exercise the NRC incident response capabilities at approximately three-to four-week intervals. For each exercise the contractor will, as a minimum:

a.

Define specific objectives -r.d.I.s criteria and measures by which each objective will be evaluated.

b.

Prepare scripts and special procedures as necessary for the participants.

c.

Prepare guides for observers.

d.

Participate in critiques and reviews as requested by IE.

e.

Prepare a written report.

Schedule 1.

Task VII to be completed within seventy-three (73) weeks after contract award or by August 2, 1978.

2.

Task VIII to be completed within eighty-one (81) weeks after contract award or by September 29, 1978.
