, in turn, permits us to be a buffer between the sometimes conflicting interests of Federal, state, local, and private organizations As systems engineers MITRE can follow through from concept to operation, providing sustained help to assure that plans evolve into a practical functioning system.
Plans and exercises already developed for IE can and should be adapted to involve state and local govemments, both to save money and to help assure that initial state exercises are consistent with NRC Headquarters exercises.
MITRE has become reasonably familiar with NRC operations and problems through its current effort.
If used by the NRC as a resource gm up to assist state and local governments, we could be effective immediately and would have to learn only certain local nuances to develop a tailored plan for each state RELATED MITRE / WASHINGTON EFFORTS MITRE is surveying communications technology for the DCPA po of the new Federal Emergency Management Agency.
MITRE is working at a high level within OMB to develop the operational concept, organization, and management functions for FEMA.
