Dear Sir:
Transmitted herewith are six copies of the draft document, " Description of Telephone Service for the Incident Response Center of the Nuclear Regulatory Commission",-dated 19 July 1978.
The description was prepared for a lease order from C 6 P Telephone Company. A limited market survey revealed that the telephone company solution to some of the stated IRC requirements, resulted in more compromise than would be expected elsewhere in industry. However, this approach was taken, to lease from the telephone company, in order to provide telephone service to the IRC when it is commissioned.
U Var.ious meetings were held with representatives of C S P Telephone Company and the Telecommunications Branch to ensure that telephone equipment and services are utili::ed to the extent possible.
Three requirements could not be satisfied with telephone company equipment; (1) multichannel recorders, (2) single channel recorders, and, (3) microphone / speaker system for the Executive Room.
The market survey and technical specifications for these items have not been completed.

Some special mounting arrangements required for telephone equipment cannot be provided by the telephone company. The items which the NRC should provide prior to installation are:
Mounting trays for desk telephones, key strips and microphones in the Executive Room.
Mounting trays for desk telephones and key strips in the Operations Room and h'ork Area.
Mounting provisions for the single channel recorder controls, l
