DOCKET NO. 50-333 ATTACIIMENT TO LER 80-018/03L-0 Page 1 of 1 During normal operation, the licensee staff received Technical Specification Amendment No. 48 on February 1,1980. Amendment No. 48 was effective upon its day of issue (January 23, 1980). Since the amendment changed the required set point of the Core Spray System Pipe Break Detection from equal to or less than 5.0 psid between the Core Spray Sparger and the Reactor Vessel, to equal to or less than 0.5 psid, the leak detector differential pressure instruments for both Core Spray loops were out of calibration from the date of issue of Amendment No.

48 until the Instruments were recalibrated immediately following receipt of the Amendment on February 1,1980.

As noted above, the instruments were recalibrated to within the limits of Technical Specification tabic 3.2-2, therefore the event did not represent any significant hazard to the public heal +h and safety.

With respect to action taken to preclude recurrence, it should be noted that the Authority, in a 1ctter dated October 11, 1978, requested the NRC change its policy of making License Amendments effective on the date of issue except where situations dictate immediate implementation. In view of this earlier request, no additional action to prevent recurrence is required.
