APPENDIX A NOTICE OF VIOLATION Duke Power Company License Nos. CPPR-116 Catawba Nuclear Station CPPR-117 Based on the NRC inspection September 2-5, 1980, certain of your activities were apparently not conducted in full compliance with NRC requirements as indicated below. These items have been categorized as described in correspondence to you dated December 31, 1974.
A.
As required by 10 CFR 50, Appendix B, Criterion XIII and implemented by Duke Power Company (DPC) Topical Report " DUKE 1-A", Section 17, Paragraph 17.1.13 " Measures shall be established to control the handling, storage...
and preserv ation of material and equipment... to prevent damage...." Duke Quality Assurance Program Procedure P-3. Revision 12 " Storage Inspection",
Paragraph 4.1.1 requires storage to be in accordance with ANSI N45.2.3.
ANSI N45.2.2-1972, " Packaging, Shipping and Handling of Items iur Nuclear Power Plants (During tne Constructiu n Phase)", Paragraph 6.1.1 and 6.1.2(3) requires indoor storage for Level C items until they are plaevj in their final location (e.g. instellation).
Contrary to the above, on Sept mber 3, 1980, Duke Construction Procedure CP-371, Revision 3,
" Protection anl Preservation of Installed Equipment" was inadequate in that it (CP-371) peraitteo preinstallation outdoor storage of six safety related valves.
This is an infraction.
B.
As required by 10 CFR 50, Appendix B, Criterion V and implemented by Duke Power Company (DPC) Topical Report " DUKE 1-A" Section 17 Paragraph 17.1.5, " Activities affecting quality shall be prescribed by...proce-dures...and shall be accomplished in accordance with those... procedures...".
Duke Quality Assu rance Program Procedure H-3, Revision 11, " Identification and Control of Welding Materials" Paragraph 5.5.2 requires all unconsumed welding filler materials to be returned to the welding material issue station.
Contrary to L:te above, on September 3,1980, one welder's pouch containing approximately twelve unused welding electrodes and b:re welding rods was abandoned in the auxiliary building.
This is a deficiency and applies to CPPR-116 only.
