Envi ronmen tal Technica l Speci fications pa ragraph 2.3. A.9 requi res continuous sampling whenever s team pressure is available to the main condenser steam jet ai r ejectors.

The reactor was at approximately 300 psig and cooldoan operations were being conducted utilizing the main condenser, radioactive gases from the reactor coolant system were being vented to the environment via the main condenser, of fgas system and main stack.

Since the reactor was shutdown, the sample line was cleared by blowing down with dry nitrogen and res tored to service within one (1) hour, the event did not represent a signi ficant hazard to the public heal th and safety.

Investigation revealed that the heat trace system for the sample line was ope ra t ing p rope r l y.

Since containment purging and de-inerting operations were in progress, it is believed that this operation, which results in the discharge of humid ai r to the s tack, caused condensat ion freeze up in the line.

Due to the short duration of the plant outage which followed, complete inspection and evaluation of the sample line and sample probe design with respect to preventing f reeze up in the future, was not possible.

A work request has neen wri t ten for inspection of the sample line and probe during the forthcoming refueling outage to determine if any nodi fications of the sampling system or the heat tracing system associated with the line should be made to prevent recurrence. When this inspection and evaluation has been completed a followup report will be submitted.
